Following the Chain

What this is

Every policy causes reactions, and those reactions cause more. Before an idea went into the framework, we tried to follow that chain. How would people and businesses likely respond? How could it be gamed? Who could fall through the cracks? What would we watch to know if it's working? These are our notes from doing that. They shaped the proposals in the main document, and we kept them here so the main document stays readable.

Each chain is laid out the same way:

The chain never really ends. These notes should change as real results come in. Sections are numbered to match the commitments.

How it connects. This is a companion to A Way Forward, Together. Each commitment is laid out in the commitments in full, numbered the same way as the chains here. The chains reason through those proposals. They're our best thinking, not proof, and the sizes and effects still need to be measured once each idea is tried. Healthcare for Everyone has the full health design that the chains in section 4 test. Paying for it has what everything costs, how each source of money works and the rule that keeps the plan honest. Where a chain gives a number, Paying for it has the current figure.

1. Honest conversation and shared wisdom

Following the chain: a voluntary paid service year

The other ideas in this section

2. Cost of living and housing

Following the chain: a local tax on full-time short-term rentals and empty homes

The other ideas in this section

3. Community, childcare and family time

Following the chain: after-school programs that cover the gap

The other ideas in this section

4. Healthcare and mental health

Following the chain: insurers can't overrule your doctor

The other ideas in this section

5. Work, income and automation

Following the chain: a shorter week through overtime rules

The other ideas in this section

6. Taxes, budget and debt

Following the chain: tightening rules on stock buybacks

The other ideas in this section

Taxes are where people react fastest. A good accountant can change behavior in a single filing season.

7. Education and skills

Following the chain: paying teachers more to work where they're needed most

The other ideas in this section

8. Energy, climate and the grid

Following the chain: paying utilities for low bills and reliability instead of big projects

Following the chain: public grades plus buying power

Following the chain: a carbon fee with a transition fund

The other ideas in this section

9. Land, water, farms and rural life

Following the chain: paying farmers for measured stewardship

The other ideas in this section

10. Infrastructure and building faster

Following the chain: a firm deadline on permit reviews

The other ideas in this section

11. Technology, AI and media

Following the chain: industry-built AI standards, backed by law

The other ideas in this section

Technology changes fast, so these chains need checking more often than most.

12. Government that works

Following the chain: letting agencies keep part of what they save

The other ideas in this section

13. Democracy, elections and courts

Following the chain: full disclosure of political ad money

The other ideas in this section

Everything here has to answer one question. Would we accept it if the people we trust least were running it?

14. Justice and public safety

Following the chain: crisis teams for mental health calls

The other ideas in this section

15. Guns

Following the chain: making safe storage free and easy

The other ideas in this section

Each idea here goes after the causes of gun deaths and the small number of people who are dangerous. None of them are aimed at the tens of millions of responsible owners.

16. Immigration

Following the chain: faster legal immigration decisions

The other ideas in this section

Immigration is one of the clearest places where incentives drive everything. People respond to what the system rewards.

17. Personal choice

Following the chain: public health rules with an end date

The other ideas in this section

Each one gets checked against the same principle. Adults decide for themselves unless their choice clearly harms someone else.

18. Family, faith and equal dignity

Following the chain: a monthly child tax credit

Following the chain: replacing automatic tax exemption for religious organizations with credits for community service

The other ideas in this section

These are the most emotional issues in the whole plan. So each chain also asks how the change will feel to the people who disagree with it.

19. Aging, disability, retirement and veterans

Following the chain: paying and training home caregivers

The other ideas in this section

20. Defense, trade and the world

Following the chain: defense contracts that reward results

The other ideas in this section

In defense and foreign policy, other countries react too. So every chain has to think about what rivals and allies will do.
